silkwj is correct in that the 15 kWh/m^2/yr number does not include fans, but I believe it does include cooling. It is not generally referred to as cooling, because the passivhaus certification is not yet very popular in areas which require much cooling.

It is impossible to do without a recirculated air system if your house requires more than 15 kWh/m^2/yr for all-inclusive climate control.
