4-FT X 8 FT Cantilever Balcony Deck Removal & New 10-FT X 12-FT Deck
Hi All,
I ‘m planning to remove my old 4-FT X 8 -FT Cantilever Balcony Deck and install New 10-FT X 12FT Deck with 2 Posts attached to house with Ledger Board.
The problem I have is probably I don’t have Rim Joist to attach for ledger board. Usually when they build Cantilever Balcony Deck they put blocking between Joists.
Do you guys think I should just build Freestanding Deck or is there any way that I can install ledger board to Joists after cutting Joists flush and add rim joist ?

the deck needs to be supported, and secured to the structure.
I would leave the existing joists far enough to hang joist hangers, (installed between like blocking would be) then double up a continuous ledger board.

part depends on which way your new 10 x 12 will go.
what does the upper floor joist layout look like beyond the existing deck?
I would consider opening up some first floor drywall to understand what the structure is really like.

I pulled some siding out and took a picture of the wall. Rotting seems like a stop where the red lines are. Can you take a look and tell me what you think? Also, it seems like it will take me a while to fix it. What should I use to cover the fixing area just in case if it rains?

I don't like attaching decks to house for just the reason shown in the last pic. First thing you need to do is fix that rot and properly restore the side of your house.
It is possible to attach a deck to the house properly and make it work though it requires careful attention to detail. The previous deck was built designed to fail. A free standing 4 post deck might suit you better.
