The plan calls for a 8″ thick footing. Is that nominal meaning I can use a 2×8 (7 1/4″ thick) form? Or do I need a 2×10 giving me a 9 1/4″ footing?

You can dig below the bottom of the form boards, or space them on some 3/4 inch (1x whatever)
I like the dig a bit, helps make sure the footing is on undisturbed soil. If you have compacted a suitable base, you can space the form,and use some sand or dirt on the outside to help seal the bottom and help support the form.
