advice-Insulating ceiling below flat roo

I am working on a two-flat Chicago style home with a flat roof. The roof above the ceiling joist on the upper floor are about 18 to 24 inches above. The finish roof is finished with tar. There use to be blown-in insulation, what is the latest technique to insulate the space between the ceiling and the roof? Any advice is greatly appreciated. thanks, Gladiator |

Commercial flat roofs are frequently insulated with spray foam.
