Anchor Bolt Placement Near Crawl Space Door Access

We are building on a block wall crawlspace foundation. We hired out the block wall work, and specified exactly where we wanted the cast in bolts placed into the concrete filled CMU wall, but long story, due to the contractor’s lack of skill and lack of putting cast in bolts exactly and only where we specified to him, we’re having to cut them all off and replace with Simpson Titan HD screw anchors. This is for a very small 16×24 studio cabin and we’re planning for the positioning of the new Simpson screw-in anchors.
Question.
The crawl space will have an entry door in the block wall, not a hatch in the floor.
The mudsill will stretch across the top of the crawl space door opening. This opening will not be an actual break in the mudsill board – but does code consider it a new section on either side of the crawl space access? Do we need anchor bolts within 12″ of each side of the crawl space door frame? Due to the placement of the old cut-off anchor bolts and floor joists, we can’t get within 12″ of this door frame on either side, and still maintain a 3.5″ drilling distance away from an old anchor bolt. So wondering if and how code actually applies to spacing bolts beside the crawl space opening.
(It’s my understanding that a new drill-in anchor screw needs to be 3.5″ away from an old cut-off cast-in-place anchor bolt. Please correct me if I’m wrong. Our cut-off anchor bolts are 1/2″ but our Simpson Titan HD screws will be 5/8″.)
