Are Moisture & Dirt a Problem?
I recently finished a concrete potable-water cistern for a client. As specified I insulated all the outside walls with DOW extruded polystyrene. I had planned to bring the polystyrene up above the planned final surface and cover it with a stucco. However, to save a few bucks the client and the engineer wish to terminate the insulation about three to four inches below final grade. This leaves about a foot of the cistern wall uninsulated but this “shouldn’t be” a problem according to them as the cistern sits six feet into the ground and holds over 10,000 gallons of water. I generally agree.
However, my question is will the dirt and water that will inevitably get between the wall and the layers of foam be a perpetual problem? I’ve attached a crude drawing. What would be the best way to abate any potential problems?

How's about gluing a sheet of poly above the foam to drape down over it?
Could you recommend an adhesive that is tenacious enough to bond to polyethylene?
The other boys should address this better than I, but I would think any decent construction adhesive would work.
use IIRC PL 200 panel board adhesive...
might be PL300.. it's the blue stuff....
