The attic in my house is approximately 20 x 30. Looking for a simple way to insulate it, hopefully to R-30 or more. Between the oddball spacing of the ceiling joists and the wiring strung across their tops, batts don’t seem like the right choice. The scuttle hole is just big enough to pass one of those bales of compressed blow-in material. Can I just haul those up there and break them open or scatter the insulation around, or do I need to get one of the machines in order to increase the loft of the cellulose? Not worried about the cost of the rental, but getting help with this might be a problem.
Or is there a better material/process that I haven’t thought of?

What kind of wiring? If it's knob and tube, you shouldn't put thermal insulation over it, that wouldbe a potential fire hazard.
Yeah, the wiring sounds like an issue and should be inspected by an electrician. A good insulator will spot that and refuse to insulate without a cert from an electrician that the wiring is OK.
