I have stepped conc walls from 0 to 6 feet tall with 18 ft + tall walls to be built on them .It is very hard to get a crane in although I am still trying .Is it stupid to stick frame something this tall off of scaffold.Limited room to even brace walls.I dont know how I have framed this long with still so many stupid questions,Thanks in advance

Do you have to rent the scaffold?
If so it may likely be cheaper to get a crane. If the access is limited you may need a "real crane" with a longer reach, not a boom truck or such. Then you could just assemble them all on a flat surface and "fly" them into place. I'm guessing they are 2x6 or larger so the assemblies would be fairly heavy. Obviously you need to think about your labor costs vs labor savings with the crane. Sounds like a possible pencil and paper exercise.
Re the scaffolding approach, something that tall, I'm not sure some hacked together 2x4 based scaffold would be the way to go; you may need some good steel frames with leveling feet, safty bars - the whole deal. If you have that "in stock" - fine. Rentals can get expensive.
Commercial job? If not I have to wonder about this construction method unless there really is to be that much open space in the house. Also with commercial you may have more OSHA concerns. Either way you want you and your guys to be safe... One accident could be the cost of a lot of crane of scaffold rental.
But you already knew all that stuff...
