At the customer’s tub, when the water is first turned on, it runs black for just a couple of seconds….black with black specs that are soft when you rub them between the fingers.
It used to run black for several minutes. But it’s been two years now and it is only for a few seconds.
Once it has run black, it will run clear until it has sat for a few hours.
All the other fixtures have always run clear.
This was all redone a couple of years ago. All the plumbing is Pex.
My assumption is that the shower valve is cheap and the black is coming from it.

Maybe not an answer, but misery loves company. First questions suggests the same problem... http://www.detnews.com/2002/homeimprovement/0201/07/c01-380635.htm
Sure sounds like some rubber component like an O ring that is breaking down, we have a lot of vacuum breakers on our water lines here and I've seen the same thing when the washers and O rings deteriorate.
Like Paul said, could be something rubber and it's disintegrating. The other possibility is that there is an iron nipple in there somewhere, connected to brass/copper.
That's my guess.
