I’m trying to find out if/ what is available as a strain-relief connector for NM cable when you don’t have access to both sides (int. and ext.) of the box being routed to (such as when entering a panel where you don’t want to pull off _all_ the drywall, or eq.). I’ve also seen just the push-in bushings used here and wonder if that’s acceptable (code or practice), though they don’t provide any strain-relief.

Since you are fishing your NM cable through the wall, you do not need to fasten it to the studs or anything.
You do not need "strain relief". Best would be to use a lock-nut type of connector.
Since the KnockOuts are designed to be knocked in from the outside of the panel, and you only have access from the inside of the panel, drive a self-drilling sheet metal screw into the KO part way and pry the KO out. Do not touch the bare buses.
