What can be done to restore the color on faded plastic shutters? Do I have to prep them before applyng the finish or whatever? I would prefer to treat them in place on the house.

What IMERC said...paint the old ones. Wash them down with TSP then prime with an oil base exterior primer like Zinnser and top coat with an exterior latex or oil paint.

We've had good luck with an acrylic trim paint, with no preparation besides a thorough cleaning.
