Hey Guys, I have an unusual request for some advice. I was given a lawn jockey and wanted to recondition it. the cement is a little worn and rough. I wanted to know if there is anything that I can put on the cement to seal it up and make it smooth before I paint it. I will remove all the old paint and flaking cement first. What do you guys think I can use to seal the surface?

I've never done it, but I'd say either the latex-modified cement patching materials or even better would be epoxy--either putty or the very thick quick setting glue. From your title, I guessed you were going to paint it with epoxy? That would be good--though difficult. Should last forever.
Brush on a coat of portland cement and water with adhesive additive.
i think i'd clean very well then prime then bondo it smooth then prime & paint
Is that PC? a concrete one? , yankees think we still have live ones in the south...
