I would like to install some chair rail in the dining room and continue it into the kitchen. We have an 2 openings that are not trimmed and I was wondering how far from the edge of the opening should I return the rail back on itself.

I keep the rail 1/8" to 1/4" back from the edge of the opening.
Make up a short piece with the return, and hold it up to the opening to double check how much set back you want.

I like to keep returns about 1" shy of the end depending on the size of the molding. Larger molding = larger space. It just looks more "intentional" that way.
However, for chair rail, many people like to paint a different color above and below so you may want to run it right to the edge.
