I’m planning on finishing my basement myself and was wondering where I can find information about codes. I have not contacted my local municipality , but am not sure if they supply these. Can these be found in libraries? I’m located in PA.

Taunton sells some very handy spiral bound plastic laminated code summaries in a series called "Code Check". There's a general building one, and ones for plumbing and electrical. Do check with your city, they may well have a few handouts. Here in LA, they have a very good one called the "Type V Sheet" that summarises what they're looking for in rough framing.

Also your state gov may have a book store where you can go and either bye a state building code book or perhaps look through a code book there to find the information you need.
The quickest fix is to go to city hall. They will copy all or any part and might be selling copies.
