Ihave two cold air returns on main floor and two in basement down stairs is alot colder with ac running . My question is should basement ones be shut or open with the ac running and what about the furnace running this winter.

My understanding is that there should not be returns where there is combustion (or something like that). Are you sure they are returns?
You may want to close some of the registers or dampers in the basement.
I am assuming they are cold air returns being that they are in same duct work that leads to upstairs.
I'd even consider adding MORE cold air returns in basement but closing some of the (basement) registers.
