Does anyone rent or sell a concrete sanding machine which would smooth a flat floor to a polished surface.

In Texas, there is a rental outfit co-located at Lowes stores called nations Rent. The one near me rented a floor grinder. Looked kinda like a floor buffer, but in place of the polishing pad it had a set of 3 or 4 stones of various grits.

Here in Denver, we have the rental / /sales company called:
Surface Technologies. They have the real ones. Up to riders. Maybe more.
Locally, HD has the rental equipment, as do others.
