I suspect you either did not properly prepare the surface, used an inferior or unsuitable coating or all of the above. Good coatings will last but be prepared to spend some time and money.

I applied some outdoor paint to the floor of my carport last summer. It has already peeled up and chipped off(50%). What gives? It is never in standing water, just what blows in from the rain ( not a wet climate). I know of three other people with similiar situations. I still wan't the floor to be painted, but I don't want to paint every six months.
