Could anyone give me insight to the advantages/disadvantages to conditioning the crawl space and any requirements that would have to be met

Are you talking cooling only? Or heat as well?. My crawl space is heated. In the summer I leave the furnace fan on so it does get air circulation, although no a/c.
The advantage I see is the space would be less likely to have mold and moisture problems if it has air circulation. (Qualifier) My crawl space floor is cement. I would put down a layer of poly if the floor is dirt or gravel as the air will infiltrate the house and could cause a musty smell if not covered.
If the crawl space is open to the outdoors then I would allow a good cross ventilation making sure that unwanted critters and water/snow can't get in. Then insulate and vapour seal the floor above.
