I have a three story deck on the rear of my house. I want to cover the third floor deck so it would act as a cover for the decks below it. I would like to use indoor-outdoor carpeting. The deck is constructed with pressure treated 2X6’s space about 1/2 inch apart. What’s the best way to cover the deck?

You are talking about making it into a roof to keep the others dry. Best would involve changing or adding to make it a smooth surface and applying an Epdm membrane. You could then cover it with a sleeper palleet system or lay the carpeeet stuff over it.
My thinker askes why not build a roof up over this one if the architechtural integrity of the house can stand it without looking like and eyesore. Then you have that top deck protected too.

You won't like this, but IMHO indoor/outdoor carpet sucks! It seems to hold in moisture all the time. If your deck isn't treated ( though I'm betting it is) your deck will soon begin to rot away. Please, please, forget the carpet.
I agree with Piffin and first choice would be to opt for a porch roof overtop of entire structure. 2nd option would be epdm material and then the sleepers, and then decking on top ( like Piffin suggested)
3rd option would be to install the new, vinyl rain gutter system ( vinyl attaches to underside of deck floor joists and collects rainwater and diverts it away.) I forget the brand name of this system, but this is EXACTLY the intended use it was designed for...to keep area underneath a deck "high & dry."
Last option is not so much an option as it is a question back to you....even if you cover the deck above with whatever....how much good is this really gonna do you...considering say against a blowing rainstorm? Just wondering.
