Chris, Take the charger apart. My 9.6 v Sears drill charger died, and from prior experience with transformers, I knew there was a fuse inside. 1.5 or 2 amp, about 1 1/2 inches long. Replacements are available from Radio Shack. I'll bet you can fix it.
*They also have a diode inside, and a good tool repair outfit shouls be able to repair it cheap.
