Good day, I know the maximum rise is 7.75 inches for deck stair rise. What’s the minimum? What’s the norm these days with taking into consideration of elderly people ?

One important thing to remember in all stair construction regarding us old folks is a handrail that we can grip. The flat 2x4 or 6 might be easy to build but sucks if you want to use it to steady yourself or grab in a trip or fall.
I’ve built to the 4” minimum rise rule tho some jurisdictions advise 5”. In situations where there are only 1 or a couple treads to the deck I tend to increase the run a bit and shorten the rise. These steps tend to be more comfortable and when wide, more of a transition often sat on or a stop to BS.
Another thing to consider is all the transitions from deck drop to a landing and the treads to ground. They should all be the same as your mind will expect that.
The drop from the house to deck is to me important. You have a tray or plate of brats and a beer. Non self closing sliding screen. The relationship of the deck to house should not be a step down. Doesn’t have to be flush (unless wheel chair accessible or walker) but with all the cargo that goes through that opening a step sucks. Deeper landing even helps so you can exit, turn and close the screen and then proceed.
As usual, your mileage may vary.
In many ways Code thinks of decks as just another floor and egress puzzle. So unless there are deck-specific rules in R507 - Exterior Decks, the overall IRC rules apply. So the stair rules in 311.7 (in IRC2018) apply.
You can probably find out from your jurisdiction's website what vintage of IRC applies, and should be able to get free access to that version at the ICC website.

Well, I got some answers from the county. They go by UCC and from what I understand the minimum is 4 inches. I'm sure others have had no problems. My opinion on 4inch is rather low. I'm guessing comfort level for everyone would be no less than 6 inches.
Back in the olden days when we used books for reference, there was Architectural Graphic Standards. With a low rise stair the run must be longer. See the chart. Notice that a 4" rise is not included.
