Not basement wall, not in snow area, just block walls completely filled with concrete. outside is a stucco finish without the foam backing.

Johnnie,
The walls on the house I'm building were poured solid and they appeared "moist" and wet to the touch for about two weeks after the pour. I think it was a slow curing in the high Florida humidity until the concrete reached the 27 day cure time.
I waited until after they appeared dry to do any furring, drywall, etc. and haven't had any trouble with them.
Hope this helps.
Mike
