   file this under: "The law of unintended consequences"  It may have been here that I read this . . ..it could be urban legend - who knows?

   In a backlash against environmentalists, property owners are insuring that no endangered species will be found on a property they wish to develop.  Prior to starting the permitting process (and the environmental impact statement that it will trigger) property owners are killing all the critters they find on the site. . .
