A local wielding shop might be one. There are several web sites with kits, for example.

There are several articles in FHB over the years about there construction if you try the search button. Even our own Stan F might be a source.

Get the drawings approved by the town. My buddy ran into problem and got popped on the railing detail, though I've seen an interior sprial staircase in town get approved with the same detail.
Stairways, Inc. (http://www.stairwaysinc.com) in Houston, TX is a source that I like because they hit what I feel is a good level of quality for the price point. The cheapo kits look awful in my opinion. One piece units are stronger with less potential rust areas but cost a lot to ship.
My business is to sell metal stairs and railings mostly for commercial buildings so I like to promote metalwork but I would consider the long term maintenance requirements of a steel stairway in an exterior environment and give it a good coating and maintain any rust as it appears or you will regret the eyesore it will become.
