What’s the longest you can wait to prime after scraping and sanding? I assume immediately is best, but sometimes just can’t or it rains or something.
Also, what is the window of opportunity between priming and top coats?

The sun's UV rays are the killer. Paint immediately after sanding. The longer you wait, the heavier you will have to resand. Run a sander over the wood just before painting it. A light one-pass if it was sanded yesterday.
Primer's tend to say something like: "Topcoat within 30 days". Check your primer label. I wouldn't go 30 days...

Trimbutcher nailed it..don't wait too long..UV will oxidze the "new" suface and give ya a poorer base for the primer to adhere to.
a fast re-sand can't hurt..remove as much dust as possible too.

I agree with the above. When scrapping and sanding, have the primer ready to put on. Scrape and sand a section, prime it. If you don't have time to prime while you do it, you don't have time to do it.
Then get to the painting within a few days.

Yeah, when I was doing our house I kept some primer in a wide-mouth Mason jar, and a cheap brush wrapped in foil. After I scraped and sanded an area I could prime it immediately, without having to go through a lot of prep and cleanup.
