I have to repair a fireplace. The chimney has no damper, no steel, no strength, and no flue liner. I was thinking of installing a double wall insulated stainless steel pipe inside the brick chimney, filling the corners with rebar, and filling up the rest of it with mortar. Crazy?? Any other ideas?

Height? Dimensions? Mortar condition? Foundation? History? Fireplace configuration? Climate? Sesmic zone?, etc. etc. The best chimneys are heavy flue lined reinforced concrete, so you are on the right track, but forget mortar, use low slump concrete with pea gravel and a vibrator if you decide to try this, and don't forget tieing the corner rebars together, and hope the existing brick can take the hydraulic pressure during concrete vibration.
*Art,Thanks for the line. We are very close to the San Andreas fault. I'm thinking that I should take off the chimney and replace it with SS pipe. The firebox is 5' off the ground and not great, but good enough. I guess what I was thinking about was an article I read about a few years ago about a big inflatable tube that got stuffed down the chimney, filled with mortar, and deflated and removed.
