Need to relocate a hot water heater a few feet from where it currently sits in my basement. What is the minimum, or better yet safe/recommended pitch I need for my flue pipe? Also, how close can I get that pipe to a 2×4 framed wall?

1/4" per foot. Connect it properly (sheet metal screws, not duct tape) and use galvanized, not aluminum. Be sure the bonnet is correctly located on the top of the water heater.
While you're at it, check the flue connection at the chimney (if that's the setup). Check for rust or stains below the bonnet or condensation marks on the joints. (These can indicate improper drafting. Low draft on water heaters is the most common problem I find doing carbon monoxide analyses.)
After you hook it up, fire up the water heater and hold a cigarette or smoke match or lighter next to the bonnet and be sure the smoke is clearly pulled into the flue.
If you really want to do it right, check the draft with a draft guage. You want .01 to .02 water col inches.
