Built new ICF home but missed that designers and me of course did not contemplate need of a footing to support 36″ steps up to covered verranda. Ground is clay and frost line is 4ft in northern Ontario.
My plan:
-excavate to frost line
-build regular footing for 8″ cinder blocks
-lay block in L shape so both edges abut existing poured ICF foundation
-backfill within excavation and without, and finally
build wood steps with stringer resting on cinder blocks
Does this sound ok and am I missing anything?

Couple of thoughts.
you could mount the stars on some properly installed support posts, or even just concrete piers.
What you plan seems like it will be fine. I would want to think about drainage, and make sure water has a good place to leave.
If your poured foundation has a perimeter footer drain, make sure to tie into it with one around your new foundation wall.
I don't know Canadian code, but here you also need a landing that extends at least 3 feet past the bottom tread nosing.
