We are in the planning stages of building a 2500 sq ft house and our architecht and general contractor are considering using a company based out of British Columbia, that produces framed panels that are similar to SIP’s. My understanding is that the difference is that these panels include the framing (spruce) and sheathing (plywood rather than OSB), but do not include any type of insulation. These panels are custom built, , trucked to the site and include openings for windows and doors, and are bolted together on site.
Does anyone have any experience with such building techniques or this particular company which goes by the name Columbia (this is not the full name). Any comments, suggestions or past experiences would be greatly appreciated

This has been discussed quite a bit in the past. Try using the search function, and searching for panelization or prefabrication.
It would also help if you'd give us the full name of the company you're dealing with.
