I will be replacing a redwood fence with a garden wall enclosing our Mexican paver patio (approx. 1000 SF). The patio is surrounded by raised beds enclosed by 8″ masonary block walls 18″ high, plastered and topped with split Mexican pavers. I would like a stucco’ed wall 7′ high and, since it adjacent to a busy street, I would like to incorporate as much sound proofing as possible. City is OK with either hollow core framed construction or masonary block with stucco. They are open to other options as well.
My original intent was to build using hollow core construction sheathed with 3/8″ OSB, standing on a 12″ footing and 18″ stub wall, and stucco’ed. Can I achieve a reasonable level of sound protection by stuffing such a wall with FG insulation?
Since this wall is going to be about 175′ long and 7′ high, I am looking for options that will caost less than standard masonary block, and yield a good result. Any alternative ideas?

precast concrete posts 6x6 with a 4" rabbet... and 4x8 3" eps panels stacked ..then expanded mesh & ferro cement parged on...both sides..
so your sections would be 8'-6" C-C... and 7' feet high...
