RJT, I work for a gas utility. We use lots of valves, but in this case if I understand correctly, the utility would likely place a shutoff valve on the inlet to meter. Anything beyond meter we consider “houseline” and is the customers responsibility. If it were me, I would put in a shut off for my convenience, i.e. shut off flow to garage while keeping furnace/range/waterheater/dryer/fireplace going. A decent valve costs a little more then a McD’s happy meal and will last a lot longer. Also much easier to install at the outset, as once a nipple and shut off are installed remainder of project can wait till it warms up.

I don't know much about gas meters, but if there is an additional port on the meter and gas is not currently coming out that port, it would seem to me that it already has its capacity for isolation.....or is it simply a port with a pipe plug inserted into it?

*shut off valve before meter, line out to house with a plugged port for outdoor use. The plan now is to valve it after the port, run underground and valve it before the heater. Test for pressure with valves closed. check?

The natural gas meter has an outlet to run a line to the garage, should there be a shutoff valve there before it runs underground?
