I want to add a duplex outlet for under cabinet incandecent lighting with dimmer, however outlet would be near enough to sink to normally require GFCI protection. If I use a GFCI outlet will it be compatable with a dimmer ?

Put the GFCI outlet somewhere else and draw power for your dimmer from the load terminals.
