Heat exchanger * does it work well?

I am building a new home and want to accomplish 2 things with my inside air quality:
1. Recirculate lots of outside in, but want to conserve energy cost by using heat recovery system like Ventilator.
2. Recirculate air inside the house only (no outside air to reheat again) so I can clean the air with electronic air filter.
Question: Can these exist mutually and not interfere with each other’s operation? How do I recirculate inside air to clean and not introduce outside air? I suppose I can introduce outside air in by placing a timer on my air handler.
Am I thinking correctly? What instructions do I need to provide to my HVAC contractor to make sure he understands this.

For #2 put your electronic air filter on the main HVAC system, and run the fan.
For #1, install a heat recovery ventillator.
We do .5 ACH, filtering the incoming air. I wouldn't bother with #2.
Good luck finding an HVAC guy who's knowledgeable. Around here, they're almost entirely HACs. No V.
Just last evening I created yet another problem. Couple came over who're about to build. After visiting here, they want an air system. Their GC won't be pleased.
