Working on my bathroom redo. Part of the job was to install a new shower valve. The valve as no cartridge in at the moment but I’ve pressure tested it and it’s ok. Now my hot water is more like warm water. I’m thinking the hot and cold are mixing in the empty valve body. The t-stat on the tank seems to be working. I’ve turned to highest setting to make it bearable, and I hear it click on but the temp at the faucets are not reflecting the t-stat setting. Any ideas anybody??

you are exactly correct. If there are stops on that valve body-close them and you should be fine. Otherwise, put the cartridge back in.
There have been several troubleshooting discussions here at the new as well as the old (better) BT.
