How to repair spalling & chipping…

Looking for suggestions on repairing stairs that are severely spalled/chipped. Is there a special concrete repair mix that works well? Also entertained the idea of covering with half pavers or something like that. Any suggestions on type to use and what to set them in. Any help would be appreciated.
