I’m having annual damage to my siding from what I believe is ice and water damage. Every year I have to scrape and repaint one particular wall because the paint just bubbles up and peels off. In the winter, quite a bit of ice builds up on the edge of the roof above this wall. Also, if I go into the attic and look down towards the area where the wall meet the roof, I can see icicles.
I was wondering if maybe I need to insall soffit vents to better ventilate the attic. Does anyone have a suggestion? Thanks.

It wouldn't hurt to start off by indicating where you're located.
First off it seems you have a hell of a leak in your house's envelope. Seal that and most of your other problems will melt away or at least dry up.

There could be lots of separate issues here in the whole package from VB to insulation to roofing envelope.
I'll bet this is on a north face.
