You got about 3K in tubing. The rest depends on what your doing... Staple up,plates,high mass, how your zoning,controlling, etc. lotsa details needed.
You must have a design,because you know it is 17 loops, go to pexsupply.com & price the parts.
If you don't have a design, well thats where you should start.
There must be a general formula for a range of cost for 17 loops for the motors, valves, etc. I am not interested in boiler cost on this. I'm just trying to get an idea. The pex cost is about $3500 (hepex plus).

No formula. You need to know the design, figure out parts needed and then get local pricing.
Way too many variables. How many zones/thermostats? (Not necessarily the same as the number of loops.) Are you using a seperate pump for each zone, or using controllers to share pumps over more than one zone? What type of pump - iron or bronze? Don't forget the valves, expansion tank, backflow preventer, air eliminator, manifolds and 1-1/4" (or larger) copper piping and fittings to hook everything into the boiler -- they'll cost as much as the pumps, etc. How are you running your piping -- underfloor with/without fins or in quick-trak? You can't even get a rough guess until you have a design that specs all this out. I'm not even sure how you can know how much/what size pex you really need until you've had a heat loss calc and design done. Your supplier should be able to put this all together for you.

You need a heat loss and a design! I am going threw the same thing now, start with a heat loss then design the system to meet the needs.
Pushing 1/2" to 300' loops is a bit much, 250' max. loops is more like it.
You will be much happier with the end results with the proper planning.
