The key to the flashing kits, if available, will be installing the skylight on a raised curb. Velux are the only manufacturer that I know of that make a special flashing kit to go with their

skylights for steel roofs. Even so, on a 4/12 (which is shallow for steel roofs) you would be better off retrofitting a standard skylight to fit onto a raised curb, then you can use stock steel roof
i side wall and end wall
flashings to fabricate a good seal.

*My choice in this shallow a steel roof would be to not install a skylight. It is really tough to do a quality, leakproof job. But, if you must, Patrick's advise is right on I think.
*If you can, locate the skylight so that the top flashing is under the ridge flashing. That way you avoid one whole set of problems.
