I don’t usually pay attention to the cores unless I have sleeves to put in.
I also noticed how much PT cables are going in—– I haven’t seen that many cables in a below ground parking garage before.

Are those pictures of a site in Bellevue? Skansa job perhaps?
Anywho, the x bracing is most likely due to seismic bracing. Especially considering the location.

Oh sure you had to mention Skanska, last January I finished Lincoln Square condo/hotel ( Skanska job) spent 22 months on that one.

I've designed like that before. Like for Duane's Spheramid, the main footings ran diagonally corner to corner with 2 #8 70's hooked rebar to resist the spreading forces of the whole structure hanging from four splayed legs.The perimeter footings just had 4 ea #4 60's. Coulda got by with 2, but I like symmetry.SamT

Plumbbill, that is a considerable amount of rebar for a core. But considering that Harborview is the regional trauma center (level I) for Washington, Alaska, Idaho, and Montana, the new construction most likely is reinforced to handle high seismic events.
Have you done any work at Valley Medical Center in Renton?

Oh yeah it's alot of rebar, before the forms get put on you can barely see daylight through them.

Earthquake resistance.
Walls in earthquakes are exposed to, among other things, racking forces. Rebar placed vertically and horizontally does not resist racking forces.
Concrete is weak in tension. When a wall racks to one side a line of tension is created from one top corner to the opposite bottom corner, at approximately a 45° angle. If a wall is racked to that side repeatedly or strongly enough, a diagonal crack opens up. In an earthquake the wall will rack both ways, producing X-shaped cracks. Putting in diagonal rebar resists the racking forces.
Here's a photo of a seismic retrofit. The building was not originally designed to resist racking, so this was added to the building exterior.
