Does anyone here know how (or know someone) to do “Japan Finishing” on metal? I’ve also heard it called “Tiger Striping.” It consists of what appears to be a copper plating and some sort of black patina.

The finish technique was popular from about 1900-1920.

You might want to try Rejuvenation. They make and refurbish lighting fixtures and now sell lots of products and I think I have seen that finish on some of their products.
