Hope this is a simple question:
What’s an easy and inexpensive — but reasonably safe, of course — way to create a simple temporary scaffolding for doing work on the interior walls along the stairs — hanging wallpaper, painting, etc.? Ours is an old Victorian house with high ceilings.
Balancing a high ladder on a panel of wood that’s resting on a stack of books seems like a pretty stupid kludge — so there must be a better answer that is commonly used by members of this community!

If there is an end wall above the stair well opening.......lean a ladder from the step to the wall (trap the ladder legs against the tread/riser. Plank from a higher step to one of the rungs on the ladder. Most stair wells are not very wide, you should be able to reach all sides and the ceiling if staged right.
Never back up on anything in construction.............even the ground. Something I learned a long time ago.

I have used those multi-joint folding ladders when working on stairs. Some even have extension legs that may be used to plumb the ladder
