I have a situation where a Jenn-Air vent that is bellow grade keeps filling up with water causing a gurgling sound when fan is turned on, does anyone know of a sleeve or liner that could be used to eliminate tearing out wood flooring,concrete, cabinets and drywall or stucco to repair, distance is about 6 feet.

Is the water infiltrating from an outside source or is it condensation from cooking?
It is quite a lot of water seems to be coming from possibly a bad seam in the metal duct under slab.
Man, if you have a duct in your slab that's filling up with water, you have way bigger problems than the cook hearing funny noises.
I just put in one of those Jenn-Air ovens for my aunt. You can mount that motor to a duct all kinds of different ways. I would just pick a different one that what you've got. You can roll the blower over to it's other mounting bracket and send it out through a cabinet on the side or back instead of into the floor.
But still, I don't see how that's going to fix the fact that the house seems to be a footbridge over an underground river in flood stage. If you disconnect that Jenn-Air fan, then you should run right around to your louver on the side of the house and run in a hose hooked to a pump and call a geotechnical engineer or well driller or somebody.

The Duct keeps filling up with water over time,during dry season its ok but when it rains it slowly seeps in we have pumped it out a couple of times.That is why we are thinking some kind of vinyl liner or solid(flexible) aluminum liner.
An aluminum (aluminium for our Canadian friends) liner in a wet location touching concrete won't last long enough to justifiy the work. It would be a race between the leaching alkali from the cement and the galvanic action between non-compatable conductors as to which would eat the AL first.
More important is that something is seriously wrong for water to be getting where it is. Treat the disease, not the symptoms.No problems, only opportunities.
You absolutely need to find a way to get rid of the water problem. Gurgling is just an inconvenience. We can make a list as long as my arm about other potential and likely symptoms that will appear to ruin your home and your life if you don't find a way to divert that rain water.
