I have a swinging door that separates my kitchen and my dining room. We keep the door closed to keep our pets out of the room. The pets learned very quickly to push the door open. I need a way to secure the door but still be able to open it from either side (a latch on one side prevents opening it from either side.)

how about latch typical to a pocket door...install the same...

*Hardware is available for these doors. It consists of a sort of dead bolt on a spindle with a "cabinet" knob on either side, just don't close the door with the strike open, it will damage the casing and jamb. try omnia or bald win
