getting close - one i saw in someones home had wood with slits on both levels for the knives (not pans for the knives so to speak)

Cook everyday, pretty much.
Usually there is the work horse chef's knife in the empty slot, not there when I took the picture.
The knife rack was made especially for that white ceramic knife on the left. That knife is really sharp but it needs to be pampered because its edge chips very easily if you just throw it in with the other stuff. Believe it or not that knife costs $120 while the other two TV knife cost $2 each and they share the same garage.
Here is a picture of the other drawer. That's more like it right?

We house more knives as I'm not always quick to resharpen, don't bother until I have at least 4 dull ones. Necessity.... Probably today, as the large cleaver's in my shop waiting. Made an ugly job of the last turkey breast.

If you saw a double layer knife section in someone's home you probably saw a creative construct.
You can get a drawer box that is made to house a removable cutting board and a pull out knife section below.
If you order another knife section and discard the cutting board you should be able to insert that extra knife section in its place. Maybe you'll have to modify the box or the knife section somewhat but that's where you show your stuff and make the big bucks. Check Kraft Maid, for one, or go to a cabinet maker and have one made if you're less that handy.
If it's for your own house, just get a plain drawer and throw all your stuff into that. Your wife will get used to it.<G>

I saw a hint in Family Handyman a couple years back might do what you need.
Basically the guy cut the top half of the drawer back out. He then built a half height drawer inside the drawer that was mounted on full extension slides. The neat part was the top insert would push back into the cabinet when the main drawer was open giving access to the bottom of the drawer. Does this make sense to you?
