Has anybody out there ever installed laminate flooring over concrete. I would like to know what amount of deflection in the floor is acceptable as well what the best underlay would be to use.

LOts of info in the archives about this.
Follow manufacturer's install giudelines for application over concrete. Expect water vapor to be present at some time in the future, and install accordingly.

I've got a laminate floor over concrete project in my future so rather interested to hear how yours turns out and it's also why I've been keeping an eye on this particular topic...
You may wish to review the article in FHB issue 172 also.
As to adding your own "tagline" at end of your posts...
You may want to print out this instructions but here's one way to do it:
1) move your cursor up to where your underlined name is at top of this post to you and click on your name
2) when screen opens, look to upper left and click on "change profile"
3) next screen you get - look on upper right and click on "my profile"
4) next screen you get - look on upper right again and click on "my Preferences"
5) next screen you get, scroll down to the section titled: "Personal Signature" and type into that box (or cut and paste into it from something you've already "copied" from separate source) your tagline.
Don't hesitate to "fill in your profile" while you're looking about at those screens above (hint hint as it is an appreciated thing to at least know geographically WHERE somebody is as it affects a lot of responses to queries you may post). Just remember to find the button at bottom of menu screen that says: SUBMIT CHANGES, so that your inputs will "take" into your profile.

You can get plastic-backed foam; it acts as both vapour barrier and underpad. Other than that, I make sure my joints are all taped, (underpad, not laminate:) and install as normal.-------------------------------

Normally I don't say anything about semantics and vocabularly, but you need to get some term right before you go much further.
You say it's a concrete slab. If you have any deflection in the slab, it's time to move out of the house. Deflectiuon in a floor is when it sags due to weight. Usually that is an issue with wood floor joists. What you probably have is dips or depressions or low spots in the slab. Or it could be high spots.
To answer your question, check with the manufacturer, they will have a maximum allowable depression. For laminate flooring, it needdss to be very flat, or else the wood will show the depressionafter a while cuz it's too weak to span across.
You can fill the depression with either a floor fill (available from any flooring supplier and HD/Lowes) or a self-levelling fill. If the depression is small, say 2 feet across or less, pour on the fill and screed it smooth with a level. Then wash the filler off the level before it hardens.

I've installed 3 floors over concrete and the only deflection has been in the thickness of the foam pad that is installed under the product you install. I did put a 4 mil plastic down to keep moisture out.
