Leaky DWV clean outs

DWV Question:  I recently completed my DWV system on an addition.  It is made out of PVC.  To test for inspection, I filled the system with water from the roof vent.  All 5 of my clean outs leaked.  Should I wrap the plug with teflon, apply pipe dope, or just crank down a bit tighter to prevent leaks?
