Conditions are: existing house, portland cement stucco (not EIFS) over wood frame (and over masonry in areas) – new elevated deck with stairway to grade, ACQ framing; BetterHeader galvanized flitch plate at outer edge to load-bearing columns. Decking Ipe with Eb-ty connectors.
Question: along the bearing side at the house, there will be a ledger through-bolted/lagged to the existing framing (and in some cases masonry. Present detail calls for termination bar flashing/sealant over the ledger … but NOT cutting into the stucco.
Is there any reason under these circumstances to cut into the stucco to flash behind it? I would think that would just be an invitation for leaks into the frame/masonry below.

In your circumstance I'd vote for a term bar, with the lip at the top, sealed with the best caulk you can find....

Over 2 days of extra work to do if you cut out the stucco to install metal flashing under the old paper. 98% just lag into the stucco and do nothing else.
If you wan to do more, get a compressor and blow out the drilled hole. Then inject latex paint or caulking into the hole before bolting.
