In a new house we had all Marvin wood/extruded aluminum low-E windows installed. Spent the weekend cleaning windows as construction seems like it is finally coming to an end. Even after thoroughly cleaning the windows, they still looked foggy when the sun hit them. One definitely had streaks between the paines of glass. Is this foggy appearance normal? Due to the low-E or do we have a problem? I do not remember the Weathershield and Anderson windows looking like that.

Not normal. Moisture has gotten inside, indicating that the insulated glass seal has failed. Invoke the warranty quickly. The only fix is replacement of the glazing. (There's a small chance your builder grossly mishandled the units, but it sounds like you got a bad batch.)
