I'm thinking it was the late 70s.
they don't, they require r-19 insulation in the walls...and for all insulation systems except closed cell foam (FG, cellulose, open cell, etc.)you need the depth of a 2 x 6 to get it. If you are using closed cell foam, you can use 2 x 4's if you want.

There are several ways to get the R19 with a 2x4 wall. it's too bad that some local AHJs are still looking at archaic methods from the seventies as the only solution.

I'm assuming you are talking about using rigid foam either on the outside or inside of the framing in addition to whatever is in the actual cavity...

Of course...I misunderstood your first reply. I thought you meant there were lots of ways to get to r-19 with a typical 2 x 4 framed wall. Working in a major metro area is such a pain...building officials rarely want to think out of the box. Occasionally, I help out my father-in-law with projects on the cabin that he has been building (almost all by himself) on the north shore of Lake Superior. There are no inspections, code review issues, design approvals, etc. You come up with solutions to problems, you do what you think is right, and that's that. No waiting for someone who often knows less than I do to come give us his OK.
