Was going to put torch down bitu on a 1 1/2 over 12 slope roof (about 2 sqrs). My building inspector says I should look into “glue down” modified bituminous. I have no experience with such.

Need more info, or maybe a photo of what you need to roof. I would look into a single-ply system. Rubber glue down or mech fastener system. Goodyear products (they go by the name of Versico now!) EPDM system . I have installed this system before. Its been about ten years, but 4 of us , all carpenters by trade were able to get a 42' x 58 ' area done.
Need a clean smooth deck, glue up was no problem. The product was not cheap. I am sure a good roofing supplier up in Pueblo would have what you need, or you could drive up to the big City & get it here along with a cold drink @ Mi Casa!

I'll be stripping the old and putting down new sheathing. The rest of the roof is about a 6/12 pitch and will get 35 year "architectural" shingles.
Here no roof goes out to it's life. It always gets creamed by hail. Seems we have a hail storm every 8 or 10 years that takes out almost all roofs. Hasbeen, I have no experience with cold process adhesive on modified bitumen
but with your roofs projected life cycle due to hail
I would look into a 2 ply self adhered modified bitumen system.
Certainteed makes one ( flintlastic SA), Mulehide makes one and Polyglass Elastoflex also makes a good one. It goes down in 2 layers ---one layer smooth surface base sheet( nailable or self adhered) ans a granule surfaced cap sheet. Certainteed Flintlastic color matches all but 2 of their dimensional shingle Landmark products.
If you think things through and can install icegaurd----this might be a good choice for you.
BTW---it might be BETTER than epdm in your situation----some of my suppliers rate it as more abrasion resistant than EPDM----and on smaller residential roofs it is suprising cost effective when compared to Epdm( which we also use---but which has a high scrap factor in smaller roofs)
